Historical Note: In 1874 the Attorney General, Secretary of State, State Treasurer, and Auditor of Public Accounts were named ex officio Commissioners of State Contracts (Rev. Stat. 1874, p. 993). As commissioners they were to grant contracts for the supplying of fuel, stationery, and printing paper for the use of the state and the printing, copying, binding, and distributing of all documents ordered by the General Assembly. These responsibilities previously had been exercised by the Secretary of State and briefly by the Commissioners of Public Printing, created in 1872. The Commissioners of State Contracts were abolished in 1915 (L. 1915, p. 672). Their printing duties were transferred to the Superintendent of Printing while the Secretary of State retained the power to award fuel contracts.
