Historical Note:

The Department of Central Management Services was created by the Governor's executive order which was issued on April 1, 1982 and which took effect on July 1 of that year (Executive Order No. 82-1, 1982). The new department assumed responsibilities formerly exercised by the Department of Personnel and the Department of Administrative Services.

In regard to personnel matters the new department was to work with the Civil Service Commission to classify positions and fix compensations; prepare rules and regulations; design open competitive examinations to test fitness for civil service positions; establish procedures to address and resolve employee grievances; determine work hours; improve work effectiveness (e.g., training, safety procedures, health standards, recreation); enter into collective bargaining negotiations concerning compensation, work hours, and working conditions; oversee affirmative action and equal employment opportunities programs in each state government agency; assist the handicapped in obtaining employment opportunities; and administer state employee health and life insurance programs.

For other administrative services the new Department of Central Management Services was charged with acquiring lands, buildings, and grounds for which the General Assembly had appropriated expenditures; establish and implement a program to coordinate all property and casualty insurance exposures of the state; initially evaluate and determine compensability of any injury filed by a state employee under the Workers' Compensation Act; conduct procedural fiscal audits of all financial reporting made by state agencies; establish principles and standards for financial accounting and statistical reporting by state agencies; establish guidelines for internal audits for agencies; control the procurement, retention, installation, and maintenance of state data processing equipment; lease office and storage space and other facilities for all agencies; operate central office supply stockrooms for multiple agencies; supervise state garages for the repair and maintenance of state vehicles; provide and coordinate telecommunications systems; print an annual report on improved methods of livestock breeding for the Department of Agriculture; establish and supervise travel rules and regulations for state employees; oversee all state contract printing; administer the deferred compensation program for state employees; provide representation on the State Records and the Capitol City Planning commissions; enter into data processing contracts for criminal justice purposes; implement forms management (e.g., simplify, consolidate, eliminate), and oversee the regulation of weights and measurements (P.A. 82-789, pp. 1259-1376).
