Historical Note: The Governor established his Commission on Capital Punishment by executive order (2000-4) on March 10, 2000. Its purpose was to examine past administration of the capital punishment process within the state; to examine means of improvement from investigation through trial, judicial appeal, and executive review; to consider the findings and recommendations of the contemporary House Death Penalty Task Force and the Special Supreme Court Committee on Capital Cases; and to make any recommendations or proposals designed to insure that the application and administration of the death penalty within Illinois will be just, fair, and accurate. It was composed of eleven members, all appointed by the Governor (P.A. 91-, pp. 2307-2309). The commission made its final report to the Governor on April 15, 2002 (Governor’s Commission on Capital Punishment Final Report, 2002).
