Historical Note: The Governor’s Commission for Revision of the Mental Health Code was established in 1973 to consider and recommend revision of both civil and criminal laws dealing with the mentally ill and the mentally retarded. Previous revisions had taken place in 1967 but it was recognized that major advancements in the field had taken place since that time. Specifically the commission was charged with studying the need for flexible and early access to adequate and humane treatment, community interest, and the civil rights and liberties of all citizens. The chairman and members were all appointed by the Governor and included a wide variety of interested individuals from both within government service and outside of it. The commission concluded its report in 1976 and passed from existence (Governor’s Commission for Revision of the Mental Health Code Final Report, 1976).
