Historical Note: The Illinois Educational Labor Relations Board was created by the General Assembly in 1984. It was established to regulate labor relations between educational employers and educational employees including designations of educational employee representatives; negotiations of wages, hours, and other conditions of employment; and resolutions of disputes arising under collective bargaining agreements. It is composed of three members appointed by the Governor and approved by the Senate. A charge of unfair labor practice may be filed with the board either by an employer or by a labor organization. The board investigates charges and conducts hearings. If it finds that the party charged has committed an unfair labor practice, it is empowed to make findings of fact and issue orders requiring the party charged to stop the unfair practice. Board opinions can be challenged in appellate courts. (PA 83-1014, pp. 6870-6898).
