Historical Note: In 1879 the General Assembly established three committees, each composed of two members from the Senate and five members from the House. One was to visit state charitable institutions, one penal and reformatory institutions, and one educational institutions. All were to make careful examinations of conditions, investigate any charges regarding mismanagement, and make reports to the General Assembly (L. 1879, p. 63). In 1947 the three committees were made one commission, composed of nine members each from the House and Senate. Responsibilities remained the same (L. 1947, p. 1059).
