Historical Note:

The Legislative Council was created in 1937 to collect information concerning the government and the general welfare of the state, to examine the effects of constitutional provisions and statutes, to consider important issues of public policy, and to aid in the preparation of legislative programs (L. 1937, p. 211). The council consists of equal numbers of senators and representatives from the General Assembly, as well as the president pro tempore of the Senate, the Speaker of the House, and minority leaders of the legislature. In addition to its legislative members the council employs a research staff which prepares formal research reports based on proposals submitted by legislators. The council issues periodic reports and recommendations to all members of the General Assembly and provides quick research service to legislators. A legislative unit, created in 1965, assists legislative committees, commissions, and other state agencies (L. 1965, p. 237). The director of research for the council is an ex officio member of the Illinois Commission on Intergovernmental Cooperation and for 1949-1950 he also acted as research director for the Commission to Study State Government, known also as the Schaefer Commission. This commission was established to survey the entire structure of state government and to make recommendations for legislative or executive action (L. 1949, p. 79). In 1967 the Legislative Council was given the additional responsibility of administering the legislative staff internship program (L. 1967, p. 64).

The Legislative Commission Reorganization Act of 1984 devolved council responsibilities to the newly created Legislative Research Unit (P.A. 83-1257, pp. 1168-1170).
