Historical Note: The Governor created a Task Force on Horse Racing in 1984 to improve the climate for horse racing and breeding in Illinois. Specifically it was to review the Horse Racing Act of 1927, establish guidelines to increase state revenues from the sport, seek to create more jobs within the industry, and develop methods to enhance participation in and enjoyment of the sport. It was composed of thirty-six members appointed by the Governor variously from the General Assembly, the horse racing industry, state government, and the private sector. The task force made its final report to the Governor in March 1985 at which time it passed from existence. (Governor's Task Force On Horse Racing Final Report, 1985).
