Historical Note: The Governor appointed a Task Force of Utility Regulatory Reform in September 1982 to recommend the best approaches to and processes by which to regulate the state's electric and natural gas utilities. The Regulatory Agency Sunset Act of 1979 called for a timely review of these industries' regulation (P.A. 81-999, pp. 3797-3804). The task force was created to accelerate the review process. Its five areas of investigation included state regulatory structures and jurisdictions, supervision of utility planning and construction, the regulation of rates and services, assistance to low income homes, and checks on the regulatory process. It was composed of eighteen members representing government, universities, utility companies, labor, public interest groups, and business and industry. Its final report recommending revisions to the Public Utilities Act (L. 1921, pp. 702-754) was made to the Governor in January 1984 at which time the task force passed from existence (Governor's Task Force On Utility Reform Final Report, 1984).
