Historical Note: The New Construction Planning and Procurement Commission was created in 1965. It was composed of three members each from the House and Senate and four persons appointed by the Governor, one of whom was a registered architect, one a registered structural engineer, one a registered professional engineer, and one experienced in the administrative field of new construction. Ex officio members included the director of the Department of Public Works and Buildings, the director of the Department of Finance, and the chairman of the Illinois Building Authority. The commission was charged with investigating current methods of new construction and providing recommendations for improvement in the planning, procurement, construction, and acceptance of capital planning improvements in all offices and institutions in state government. Excluded from its study were highway construction and water control projects. It reported its findings and recommendations in 1967 at which time it expired (L. 1965, p. 3073).
