Historical Note:

The Higher Education Commission was created in 1955 to investigate the problems of overcrowding and rapid growth of institutions of higher education in the state (L. 1955, p. 55). When the commission's appropriation ran out in 1957 the General Assembly created the Illinois Commission of Higher Education to continue to study the role and needs of higher education and to make legislative recommendations to the Governor and the General Assembly (L. 1957, p. 2314). The new commission's membership was reduced from eighteen to nine persons, all appointed by the Governor. The commission completed its work in 1961 and its recommendations were incorporated in the legislation that created the Board of Higher Education (L. 1961, p. 3819).
