Historical Note:

In 1961 the General Assembly created a legislative study commission to investigate and examine all aspects of the care, treatment, and services provided children and their families by all state agencies and private organizations; and to study the future of those non-psychiatric services transferred from the Department of Public Welfare to the Department of Mental Health in 1961 (L. 1961, p. 1871). This commission, composed of five members from each chamber of the General Assembly and five private citizens, was to report its findings and make recommendations to the Governor on the need for modifications in or additions to legislation dealing with the problems of children and their families.

On the completion of its work in 1963 the commission recommended the establishment of an executive code department to assume those non-psychiatric duties exercised by the Department of Mental Health. This proposal was embodied in the legislation that created the Department of Children and Family Services in 1963 (L. 1963, p. 1061).
