Historical Note: The Illinois Health Finance Authority was created by the General Assembly in 1978 to promote economic and quality hospital services by establishing a hospital rate review system along with a quality assurance program. It is composed of ten members. Four interested public members and one hospital trustee are voting members and are appointed by the Governor. Additionally the Governor appoints two hospital administrators and two third party payors as nonvoting members. Appointed members are confirmed by the Senate. The director of the Department of Public Aid serves as an ex officio nonvoting member. The authority is charged with developing goals and objectives, conducting public hearings, and reporting annually to the General Assembly. Individual hospitals are required to report annually on their finances and on the quality of the care they provide. The authority in conjunction with the Illinois Health Facilities Planning Board on a hospital by hospital basis establishes reasonable rates based on individual hospital costs. Each hospital and all third party payors associated with it are required to accept these imposed rates. Periodic rate reviews are an ongoing authority function (P.A. 80-1427, pp. 1628-1642).
