Scope and Contents: Memoranda were prepared by the research staff of the Legislative Council at the request of legislators to be used in the drafting of legislation. Memoranda cover such subjects as mine safety, strip mining, consumption of natural gas, oil and gas regulations, law enforcement, death penalty statutes, marriage laws, state finances, pari-mutuel taxes, cigarette taxes, mortgage laws, legislators' salaries and voting records, amendment of the constitution, motor vehicle licensing, bonus plans for veterans, licensing of cobblers, election procedures and practices, reapportionment, minority representation on state boards, fair employment practice laws, branch banking, savings and loan associations, narcotics legislation, drug act penalties, public education, school aid, county and township problems, medical care for the aged, mental health fund, public welfare legislation, unemployment compensation, pensions (e.g., blind, old age, county employees, judges), pollution, legislative fiscal control, foreign aid, driver licensing, license plates, apportionment, Social Security, jury selection procedures, residence requirements, early state history, Democratic and Republican Parties, women's rights, and the administration of state government. Memoranda often were developed into published research reports which are described in RS 612.004.
